The EU Framework Programme for Research and Innovation Horizon 2020 (H2020) provides financial support for Research, Development and Innovation projects for the period 2014-2020. INNOVATEC offers coordinators of future H2020 projects its support to plan, design and prepare a competitive and winning proposal. INNOVATEC has a proven experience in FP7 and H2020 projects (both as coordinators and as partners) and an in-depth knowledge of the internal evaluation procedures of the EC.

In addition, INNOVATEC can participate as partner to carry out specific tasks of your successfully funded project by:

  • Organizing and implementing the project dissemination plan.
  • Designing and performing the project website.
  • Analysing the initial situation and the state of the art on project topic.
  • Assessing the short, medium and long-term impact of the project.
  • Conducting the internal monitoring and evaluation of the project.


Monitoring and evaluation of research projects and programmes is becoming an integral part of science, technology and innovation policies and needs to be implemented at all levels of the research cycle (projects, programmes, strategies) by funding organizations. The need to account for public spending and to demonstrate the benefits of funding research to society are important factors encouraging research funding bodies to demonstrate the outcomes of their research.

INNOVATEC provides monitoring and evaluation consulting services to funding agencies, ministries and regional bodies, with expertise in the following areas:

  • Development of web-based monitoring tools to capture and store research results.
  • Design, development and implementation of Monitoring and evaluation systems, including the definition of ad-hoc indicators to measure performance against specific objectives and the necessary tools to measure them.
  • Impact evaluation of research programmes.
  • Monitoring and Evaluation (M&E) plans for Smart Specialisation Strategies (RIS3).

INNOVATEC offers research-based consultancy. We carry out research projects to gain knowledge and capacity to better understand the difficulties that evaluation research entails, the specificities R&D activities and the impact that research interventions can produce. INNOVATEC was coordinator of the FP7 research project EVAL-HEALTH, which main objective was to develop methodologies to monitor and evaluate the impact of EU funded public health interventions in developing countries, including research projects. At present, INNOVATEC is also coordinating the H2020 project RegHealth-RI, aimed at analysing, discussing and improving the performance of health research & innovation across the different EU regions.


The development of national and regional Smart Specialisation Strategies for Research and Innovation (RIS3 Strategies) by EU states and regions is a previous condition of accessing to European Regional Development Fund (ERDF) financing in order to support public investments of this field during 2014-2020.

According to the methodology stablished by EC to elaborate these strategies, it is completely necessary to design a Monitoring & Evaluation (M&E) plan covering results derived from proposed actions in RIS3. Thus, responsible agencies for implementing RIS3 strategies will be able to detect some deviations and to adjust strategies on the basis of information provided by the plan.

Through previous experience derived from M&E of EU Regional Programs, INNOVATEC offers support and guidance services to develop the M&E plan needed in Smart Specialisation Strategies (RIS3). In this regard, INNOVATEC has prepared some key documents such as the policy brief titled ‘Guidelines to design and make operational monitoring systems to asses the progress of the innovation strategies for smart specialisations (RIS3)‘ or the report on the state of the art of RIS3 titled ‘Smart Specialisation Strategies (RIS 3): literature review and bibliometric analysis‘. Both documents were committed by the project CITEK funded by the MED Programme for European territorial cooperation.


Timely and effective dissemination of results has been an essential part of all research projects funded by the EC FP7 and will still be the same under the new H2020, as a means of maximizing the impact of research.

Dissemination of results is usually targeted towards the scientific community and industry, but depending on the type of project other stakeholders should also be targeted, such as media, policy makers and the general public. Dissemination planning involves not only looking at where and when the information should be disseminated but what should be communicated and how it should be presented.

We have proven experience in preparing and implementing an effective dissemination strategy and in the final reporting of activities, including the design and management of the project website.
